Parental Consent and Power of Attorney for a Minor’s Passport Application

This service applies when a parent or legal guardian is unable to accompany a minor on the date of the passport application and a Parental Consent Letter and/or Power of Attorney is required in support of the minor’s passport application.

This is a specific service for a minor’s passport application and is separate from the general Thai signature legalization service.

When a Parental Consent Letter is required

If both parents share parental authority but one parent is unable to accompany the minor on the date of the passport application, the parent who will not be present must execute a Parental Consent Letter.

Examples

• The father accompanies the minor, but the mother does not attend → the mother must execute a Parental Consent Letter.
• The mother accompanies the minor, but the father does not attend → the father must execute a Parental Consent Letter.
• Both parents accompany the minor → no prior Parental Consent Letter is required.

When an additional Power of Attorney is required

For a minor under 15 years of age, if neither parent is able to accompany the minor and another adult will accompany the minor to submit the passport application, the following documents are required:

• a Parental Consent Letter for the minor’s passport application; and
• a Power of Attorney authorizing that adult to accompany the minor for the passport application.

Example

A 10-year-old minor cannot be accompanied by either parent and a grandparent, relative or another adult will accompany the minor instead → both a Parental Consent Letter and a Power of Attorney are required.

The minor must still appear in person for the passport application.

Procedure

1. The parent or legal guardian who wishes to execute a Parental Consent Letter and/or Power of Attorney must appear in person at the Royal Thai Embassy.
2. Prepare all required supporting documents listed below.
3. The Embassy will provide the Parental Consent Letter and/or Power of Attorney form for completion at the Embassy.
4. The applicant must complete the form and sign it in the presence of an Embassy officer.
5. Once completed, the document can be used in support of the minor’s passport application.

Forms

Applicants do not need to download or complete any form in advance.

The Royal Thai Embassy will provide the required Parental Consent Letter and/or Power of Attorney form on the day of the application.

The applicant must sign the form in the presence of an Embassy officer.

Required Documents

Please prepare the following documents:

6. Two (2) copies of the Thai National ID Card of the parent who is executing the Parental Consent Letter or Power of Attorney.
7. Two (2) copies of the passport of the parent who is executing the document.
8. Two (2) copies of proof of legal residence/status in Singapore, such as Singapore Permanent Resident status, Employment Pass, S Pass, Work Permit, Dependant's Pass, Long-Term Visit Pass or Student's Pass.
9. One (1) copy of the minor’s birth certificate.

If the Singapore residence/status document is digital, please print the relevant details from Singpass and bring the printed copy as supporting documentation.

For a Power of Attorney

Please also prepare the following information about the person being authorized:

• Full name
• National ID number
• Any other details required for completion of the Power of Attorney form

The authorized person must be an adult. On the date of the minor’s passport application, the authorized person must present his/her identification document to the passport officer.
